establishing a date for a public hearing on a Police Civilian Review Board
final draft, after summer vacation.
And re-starting the Town Green project (not
planned to cost the taxpayers any money to construct).
Followed by grants received
And regional
support studies by our Regional Planning agency WestCOG.
The best was left for last.The Economic Vitality Committee will be using
the skills of the Survey and Research Committee professionals to query those
who work at “home” in local businesses.
The last major item was some good news.The Selectmen heard from the Finance
Director.End of year financial
reporting showed tax collections up and a 20.4% fund balance projected!

Part one - Selectmen grill Chair. and Chief in preparation for what will
be an expected grilling at Finance... the Police request for body cams
and car cams for all vehicles is response to mandate from State of
Connecticut last summer.

Steve - most contentious year, unknowns. What capital spending could be
postponed or reduced? Certain items couldn't be postponed.
Today we have no estimate for reopening schools and town. Where
is the money going to come from?
Majority says "Don't spend anything until
operating costs going forward."
From Facilities Optimization Committee - we don't know what the enrollment
will be. Third grade larger than anticipated. Kindergarten
too.
Allan is bullish on Weston. Two sources of economic shortfall - in
tax collection and increasing education budget increase. Tax
anticipation notes.
Stephan moves to defer $500k capital expense, Chris seconds just
to get it on the table...BUT Samantha says you gotta do the roads.

We shall see. There is a $5000 "match" to be provided for this max

Presumably the Selectmen could do it on their own without having to go
to the Board of Finance...
We believe there is a template for how the study should be accomplished. "The Department has also engaged Regional Plan Association, Inc. to develop an Affordable
Housing Plan and Process Guidebook, which along with community engagement, should assist
communities in the preparation of their Affordable Housing Plan."
The draft document/application to be discussed was attached in the Public Notice on the website for this Special Meeting.
JUST MY IDEA: As I read all of this, including the proposed budget, our
Survey/Research Committee might very well be part of this process!
"Only a study. Full control of process" - yes - Stephan.

Non-union cost share - director level - First Selectman recuses. 12 employees. 2-0. Unan.
Fire Department MOU: Stephan recuses himself. To
increase nighttime call - add points. Medical leave for 6 mos.
would drop a level in benefit. Tax abatement program. Town
set standards for those who have not paid taxes should work out a plan
or be dropped. 2-0 with one exemption.

Present: 3 Selectmen (Chris recuses on his daughter's appointment,

"attendees." ECONOMIC VITALITY COMMISSION Sustainable business important - 3yr resident an example - to the
community. Now a 7 person board. Moved seconded approved.
BUILDING COMMITTEE- motion to add "appointment" to wording of
this item on the agenda - both architects (L-on ZBA, R - on Lachet
Town Farm Commission) - approved.
Commission for the Arts - reappointments done.

fields signs at the head of School Road - "Weston residents only."
Chris: Enforcement should not be bluffing. (HE IS SO RIGHT ON THIS - moi);
Stephan: Summing up - should you open up the track
only - or multiple places at once? THERE IS A PLAN: Track Monday, Friday fields, following
week Morehouse. Self regulating. Track is good test case.
WEDNESDAY SELECTMEN MEET NEXT (May 11?). Stephan: Do we have
adequate
signage - Jonathan says they will ORDER SIGNS - POLITICAL TYPE

Via Zoom; 14 people plus the 4 above on the line. Virtual pledge of allegiance. 1. EXECUTIVE ORDER IMPLEMENTATION:
Tax Collector reports on deferral - grace period. (After discussion, Selectmen seemed to favor this).
Or low-interest collection % during grace period. (After discussion, too many questions from all involved).
Questions discussed - main points we picked out:
Escrow?
Nope. How many could be eligible and details of how this could be determined revealed even more questions.
What's the math? Can we afford to do this? $13 million cash for 90 days...then what? Who knows?
Options? Inviting complications. How to make this practicable? No back up to be sure?
Honor system? "Sign and attest" that the applicants were telling the
truth.
Get tax bills out as fast as possible. Stephan moves,
Samantha seconds for deferral - unan.

ABSENTEE BALLOT? Nope too complicated. Stephan agrees with

Public Hearings (Tax Relief, Solid Waste/recycling): Tax
relief - not sure we are going to have to shelve this for now.
Executive Order today may have complicated it. Solid
Waste/Recycling Ordinance has been cleaned up. HRRA hauling and
recycling. We're approved by Executive Committee - must include
special language.
Discussion about Emergency Management Decision-making & Communication:
State of Emergency - conference calls, dispatch, etc. Stephan had
something to say - our way of life for several months. Dispatch
needed to happen past. Field closing? Maintain Charter-laid
out pyramid. Maintain a semblance of full board. Don't want
to be blind-sided. Samantha thinks that she and Stephan should
know more. She doesn't want to slow the process down but...DIRECT
COMMAND STRUCTURE. Trying keep the numbers of dead people
down. Life and death decision. Samantha wants more briefings
and wants to feel that she has purpose. What is an emergency?

Then there was continued discussion, all hands on deck, on school budget for FY21.
QUESTIONS OF STAFF
2nd Selectman was on the Board of Ed a year ago and had sharp questions...
AND OF BOARD CHAIR.
Mostly Kabuki theater because the sense of what was being asked, to me
at least, might be about matters that Ed Board can't talk about (?).
"SLUSH FUND" TO COVER TAILING MEDICAL BILLS
And then there was the "Internal Services Fund" which in the old days
(some years back) used to be referred to as a "slush fund."
AND THE BOTTOM LINE...
Almost as an afterthought...be prepared to cut out $35.000 in software
("open source"), @$53,000 sale of vehicles not using and another amount
to make it @$209,000, or a 2.5% increase (reduced from 2.89%).

SIDEWALK DESIGN CONTRACT approved giving First Selectman authority to move this ahead according to budget.
Library Children's Room grant approved.
PUBLIC HEARING ON SOLID WASTE ORDINANCE: Feb. 20. 2020 at 7pm. Update of old ordinance.
A one hour meeting, much was covered.
It began with receipt of a resignation from the Insurance Advisory Committee.
Preliminary report on Tax Relief program was
presented, discussion ensued, no decisions. The Committee had
researched programs in other towns in the area and by far Weston is the
most generous. When the report is final and presented, a Public
Hearing will take place on revisions to the existing ordinance.
MCAC
The Marketing and Communications Advisory Committee gave a report and
noted they should be ready with material for real estate market to use
this Spring.
Town Plan of C&D Land Use Director on speakerphone explained what role the Selectmen
would play. Unanimous vote to receive it. Comments will be
made at a later meeting, if any.
The Special meeting of the Board of Finance on January 23 (next week)
will finalize the need to include (or not) Michael's Way Bridge local
match in the "call" for Special Town Meeting. To that end, the
Selectmen decided to put off voting on the other two items (Public
Safety Complex - EMS Headquarters and Telecommunications item) until a
special Selectmen's meeting at 7pm prior to the Special Board of Finance
meeting at 7:30pm in the Town Hall Meeting Room.
Tax refunds of $1983.79 were approved. Minutes of Dec. 19, 2019 and Jan. 2, 2020 were approved.

New Public Works contract approved - changes from previous contract explained as flattening out growth in budget over time.

10th), although we caution that no vote was taken...
"Call" to have perhaps three (3) items - to be determined by Board of Finance:
#1 - Public Safety Facility/EMS Headquarters and including @$75,000 for fixing Dispatch area;
#2 - Telecommunications
equipment upgrade for Police and Fire Department/EMS and other Town
departments as needed.

- If necessary as determined by the Board of Finance, building a bridge
with Town picking up 20% (in three parts over three years) we thought
we heard...
This was one of three meeting in Town Hall the same
evening. Since the Selectmen meeting is videotaped, we plan to
watch it when the video tape is uploaded. If for some reason it is
not, we will read the minutes and report actions:
If and when there will be a Tax Sale (in March 2020, as we have since discovered).

stepped into the Selectmen's meeting 8:45pm (after major activity at
Board of Finance appeared to be over) amid the interview for Survey
& Research position...
And we wonder if Survey Research Committee to be
doing more in 2020 to delve into how to keep taxes down (just
joking)? Discussion/decision to submit an application for a
certificate of appropriateness to the Historic District Commission for
the proposed Fire/EMS/Dispatch/Town Hall project and two benches on
the library grounds. Set for January 8, 2020 - reported at Board of Finance by Town Administrator.
Discussion/decision to authorize a real estate tax sale - YES there will be another TAX SALE, reliable source.

After Special Town Meeting...the Board of Selectmen November 21, 2019
held a 90 minute meeting chock full of a variety of wonderful ideas:
SECURITY ONLINE
1. NEW TOWN WEBSITE ADDITIONAL EXPENSE: Consultants on
speakerphone describe how this service is secure and actually saves time
for employees (who otherwise must spend hours updating website).
TOWN GREEN
2. Beautification Committee Co-Chair. announces that the Offett
Trust will match dollar for dollar contributions to the Town Green
project construction ($500,000 budget - $250,000 matched) - budget for
"pollinator pathway" questioned as an ongoing expense of $50k/yr -
answer, not really, but...perhaps until it is properly seeded, as we
heard it. Suggestion by Selectmen that this was not a "real"
looking budget - needed more detail if it or any of the Town part is going to have to pass
muster with Board of Finance. APPOINTMENTS
3. Resignations, appointments - to Historic District Commission (l),
Commission on Aging (r), two (2) interviews for Library Board. More to come, Library potential members
(total 6).
4. "Economic Vitality Committee" formed (3 members) - Mission Statement here.
First Selectman voices support for existing Weston Center and states
that this new entity will only address "improvements around the edges
(we took this as a figure of speech)" of the central part of Town.
In addition, he called out the specific stores for praise.

About Town wonders if this includes Executive Sessions abuse, Freedom of Information
Commission rules. Roberts Rules of Order. Should Board of Ethics be asked
to make clear what is a "perception of conflict?"
Our short version: "Show respect for the public and other volunteers whether anyone is watching on Town TV or not."
$11 million of existing debt to be refinanced earning 2% in savings to the town - both Boards approve in separate votes;
Road repaving starting with Cannondale Road milling - maybe even
tomorrow! Work will proceed in order as above. Both Boards approve
extra $90,000 if needed - with one "no" on Board of Finance.

Are Altice's "cabinets" able to withstand snow plows? He

For About Town, the big item was approval of
contract for pavement management system ($28k) awarded with approval to
come from Town Attorney.
PUBLIC HEARING JULY 11th
Second most significant, an announcement of July 11, 2019 at 7:30pm,
Town Hall Meeting Room PUBLIC HEARING for Altice's upgrade of its
infrastructure to install 2 "boxes" or "cabinet" (in the French meaning
"office") each the size of a small refrigerator - one
near Bisceglie Park and another near Fanton Hill and Old Easton
Turnpike. Although I haven't yet seen the proposal in full, what I
heard was that this has to do with upgrades to Altice service.
Joint Selectmen-Finance Meeting for June 20, 2019 included approval of extended road repair.
Director of Public Works Lou Martirano explained technical details of what was
proposed ("$200,000 per mile average nationally[?]").

Two items were Special Appropriations from the Selectmen - item #1 for
roads and #2 for explaining a previously behind closed doors matter.
A Special Selectmen Meeting was posted as well. For the first 2
listed items. A quorum of Selectmen included First Selectman at the meeting live and other 2 members on
speakerphone. C.G.A. continued
Sequenced votes (first by Selectmen, 2nd Finance) were taken for #1, additional road paving - to be paid for
because Connecticut's budget included some ECS funds, and two other $$
sources not expected, and thus paid for this work.
RIVER ROAD REPAIR Shown above - suggestion that culprit might be increased intensity a storms plus CTDOT not increasing the capacity of box culverts to detain flow???
"LONGSHORE LITE?"
#2 was not take in order but near the end and concerned a public
explanation of the process investigating real estate purchase, which is
apparently dead for now. No vote to do an "environmental review"
for $75k.

Cavalry Road Bridge sent to P&Z and Conservation (Inland
Wetlands Commission) with a June 20 Public Hearing for a Flood Zone
Permit - we didn't catch the location. Will this be on the agenda for the 24th instead?
Public Hearing June 20th at 7:30pm, Town Hall Meeting Room on
Altice request for we think 2 more locations for infrastructure for
better internet service...we had been out of the room and missed this -
considering that Finance Board is meeting in this location, will this
item also appear on the P&Z Special meeting June 24th?
Weston Field Club. NOTE: All or at least most of the items
on previous agendas (see previous agendas on this page) about "real
estate" executive sessions may have involved hearing informally from
various boards involved in this potential purchase.
Each Selectman basically apologized for the seemingly secret negotiation.
Selectmen explained the request for a $75,000 Special
Appropriation and voted 3-0 to approved this item to do a full
environmental review of the 28.8 acre parcel.
The Town is not committed to purchase until Special Town Meeting in the future votes to approve it.
Selectmen approves $5000 request for Special Appropriation to back
up a grant for "transportation" and we note that we have no idea what
this is all about. Welook forward t reading the Draft Selectmen's
minutes for June 6th and updating this report at that time.

Schools request and receive approval from Selectmen to reimburse
them for emergency repairs to Zenon Plant and septic overflow and other
repairs. Finance Board to take it up tonight.
Public Hearing scheduled for Thursday, May 23 at 7:30pm in the Town Hall Meeting Room - new Transfer Station fees and times.
Friends of Lachat request to have the Town share in the cost of
repair to much used driveway. Selectmen approve $21k request -
which will go to Board of Finance later this evening.
Eversource shows up in force to explain why they didn't follow up
notifying the Town of Weston regarding their change in plan - pictured,
project managers at front table.
Tourism representative to regional program appoints, minutes approved.
Board of Finance/Board of Selectmen executive session held. We
note Parks&Rec director included in first part. "Real
Property" the reason given for executive session - could it be Revson
Field issue?

With impending snow in the forecast, About Town will not be attending the following:

This, as it turned out, was a review of five firms' submissions, meant
for Town staff (multiple hours).

In the First Historic District - P&Z had previously encouraged this location.
L.E.E.D.? Yes. Recognizes the need to respect original design - complementing it. Present in the audience are a of familiar faces. Some of whom
may participate in the process unfolding. Below, right.
Discussion/explanation of how this will work. According to CT Statutes: Sub-Committee of Library Board oversees the project as the "building
committee" function. This group will be made up of...
First Selectmen, non-voting chair.,
3 members of the Library Board (one will be Vice-Chair.),
2 members of the Building Committee,
one member of Board of Finance,
one at-large member,
Committee meets during the day - a lot.
Process will require: P&Z to do an 8-24 (with public hearing)
Historic District Commission to give a certificate of appropriateness (with public hearing)

Had been any thought given to the septic system/well now in use in
the Town/Library area as well as neighboring facilities?
Specifically, the location of the septic fields.
Considering additional impervious surface and extra bathrooms...
We note on another subject, minimal extra parking to be provided
by redesigning the parking lot. No new impervious surfaces created
there!
(The answer was that the Town Engineer has been on board as the work has progressed.)

For the last meeting of 2018 the Board of Selectmen finished in style - a
Regularly scheduled event with 34 items. Which I could swear
didn't take much longer than an hour plus a bit!

Sustainability adds two alternates be included in charge. Children

LIBRARY GRANT REWRITE OF WHERE MATCHING FUNDS WILL COME FROM: As
we heard it, the original proposal has been revised to add $15,000 to
Weston Library share (from the Capital Budget item recently passed with
no discussion since there was no quorum for A.T.B.M. and thus the simple
description for the Referendum made the item not directed in the manner
intended). This, demand by Finance Board,
to make the effect on taxpayers less (from $41,000 to $26,000).
Selectmen and Library board to develop M.O.U. for future what we call
"raids" on their endowment.
Fromson-Strassler (above) potential sale to Aspetuck Land Trust by
Town: Proposition to be received at P&Z Jan. 7, 2019.
Expected to have a Public Hearing at a special meeting as soon as
possible after receipt.
BRIDGES: Cavalry Road, Davis Hill and River Road to be repaired in the future.
Then came re-appointments. FWIW - this was not as long a meeting
as it might have been if any re-appointments had come to chat up the
Selectmen! Last meeting of 2018.
An there are several other "lots" adjacent in addition that are worth...the price of vacant land.

in Weston Library. Lasts 90 minutes. The application not yet
filed with CT Siting Council. Library staff hired, Then Public Hearing on revisions to power poles in Northwest Weston held. We submitted testimony.
Neighbors from both sides of Route 57 testified plus Town Administrator
also spoke. Answers to technical question at one point came from...Town TV!
ABOUT TOWN SPOKE AS A MEMBER OF THE PUBLIC AND THUS "OWNER" OF ONE
PROPERTY INVOLVED (FROMSON-STRASSLER). EVERSOURCE FOLKS
ABOVE... While it might have seemed as if there were more folks from Eversource
present than citizens - actually residents of the private road Upper
Parish and Maple Street were represented and they spoke a lot!

Upon the very sad loss, Weston will have to move forward...regretfully.
OUR READING OF STATUTES/CHARTER...
The Weston Town Charter says that the CT State Statutes prevail in
this case, which is my opinion, of course. See below.
Town Charter specifies that any appointments made in instances
such as this demand replacement by a member of the Party of the previous
office holder.
However, as was done in Easton (which does not have a Charter)
just this year, with 20 signatures any elector may call for a special
election to fill a vacancy.
The election in this case (see above) must take place no later than 150 days following the filing of approved petition.
Sec. 9-222. Filling of vacancy in office of first selectman or selectman.
Petition for special election. When a vacancy occurs in the office of
first selectman or in the office of selectman it shall be filled within
thirty days after the day of its occurrence by the remaining members of
the board of selectmen. Said remaining members may appoint one of
themselves to fill a vacancy in the office of first selectman, if they
so desire, and shall then fill the ensuing vacancy in the office of
selectman as herein provided. If such a vacancy in the office of first
selectman or of selectman is not so filled within thirty days after the
day of its occurrence, the town clerk shall, within ten days thereafter,
notify the elective town officers enrolled in the same political party
as the first selectman or selectman, as the case may be, who vacated the
office, or all elective town officers, if such first selectman or
selectman who vacated the office was not enrolled with a political
party, and it shall be filled by such elective town officers within
sixty days after its occurrence. Any person so appointed shall serve for
the portion of the term remaining unexpired or until a special election
called as hereinafter provided upon petition of a number of electors of
such town equal to five per cent of the names on the last-completed
registry list thereof, but not fewer than fifty such electors. Such
petition shall be filed no later than fifteen days after the appointment
by the remaining selectmen or such elective town officers, as the case
may be. Such a special election shall forthwith be called by the town
clerk upon the filing of such a petition with him and shall be held in
accordance with the provisions of sections 9-164, 9-450 and 9-459. The
term “town officers”, as used in this section, shall not include state
representatives or town officers who serve on town boards whose members
are not all elected at one town election for the same term.

From the audience, Historic District Commission notes that they were not
notified of this meeting item #8 -"Discussion/decision about renovation
and repair restrictions placed on municipal buildings by virtue of
their being located in Weston Historic District Number One" NEWS: Ordinances and Code changes RE-approved - we will let you know WHERE TO LOOK for official notices as
soon as we hear!!! We had
followed up on Historic District matter, thus missing the then as yet
unverified approvals or re-approvals of Ordinance and Code matters -
with the untimely disappearance of the newspaper of record, publication
of the new/changed municipal matters is in limbo.

This August date changed later...from a summertime public hearing to an after
Labor Day one. And combined with - at least that's what seemed the
direction - as a double hearing with Plastic Bag one.

awaited. This should be used as another reason why Weston should
remain undisturbed by construction of large edifices.
JMO - but if anyone cares what I think, elected boards do their jobs well and should continue with enforcement. DATE SET FOR P.H. AFTER SCHOOL IS BACK IN SESSION
Gosh, Westport's been doing this for 10 years - no he's not sure if it
is being uniformly enforced (as I heard it). We wonder about
legality.
"HEARING OFFICERS" to see if fines levied and then objected to can be mitigated after review if appropriate.
This is the big one for us -
if you listen to this, it is a way to turn neighbor against
neighbor. And make work for litigators. Is this taking away
necessary oversight of Town employees by Boards and Commissions? ENFORCEMENT: WHO DOES WHAT WHEN?
Conservation is a creature of State Regulations/DEEP
P&Z is serious business and gets sued a lot. So they want control of activities to keep down legal costs.
What is the Board of Education responsible for implementing in the
"sustainability" area? Ans. - Their campus plus tertiary treatment
plant are ripe for needing more protection.

make a double layer of enforcement if you depend on execution of
ordinances by people turning in their neighbors? Not to be repeating myself, but you think people
won't hire lawyers? "Blight" hearing officer...do we define
"blight?"

CONCEPTUALLY, THE TWO SYSTEMS WILL INTEGRATE FLEXIBLY IN THE CLOUD.
Although not first on the agenda, a couple of special
appropriations will have to go to Board of Finance - Town-School I.T. "divorce". Extremely
significant.
"RESIDENT FARMER" ON THE AGENDA TO BE DISCUSSED BUT NO DECISION YET
As hard as the Town has tried to get a response in time, because The Nature
Conservancy has not completed its review, Special Town Meeting cannot be
scheduled officially yet.
Appointment made to Survey Committee. Lots of re-appointments made later (see agenda link above).
INSURANCE ADVISORY COMMITTEE
Later in the meeting reappointments were made to the Insurance Advisory
Committee.
This was an interesting discussion of the possibility
of through regional contacts and use of the larger pool at state-wide
level,
Insurance costs might be brought down?
COMMISSION ON AGING (more to come) Discussion very interesting regarding Weston as a place to retire.Are services available to encourage this?

Communications can make the difference in emergency medical situations. Great presentation!
And last but not least, after $58,000 of tax refunds, minutes of
previous meeting approved, gift approved as received with comment that
clutter was not helpful, and finally, the big one.
Which was a discussion among the Selectmen in public and on Town TV re: Town
exemption from zoning on its own land, and the "8-24" process. To
be continued with Town Attorney at the next meeting.

resignations done first. Survey Committee now fully staffed, we
think. Then the big stuff...
EMS makes a deal
Now seems like a great idea in 2018 (3-0 vote to go ahead) - a
"public-private partnership" to add sleeping quarters and a new roof to
rear of fire house one.
THE BIG ASK...
Chief Henion made great points, as well as Superintendent re: revamping
social service within schools, Children & Youth Commission
revamped. We are not "re-active" like some other towns.
Mile of Safety begun under Dr. Keating (who had just come to Weston from Ridgefield...);
Police Station #1 in central part of town in the municipal complex, next door to Hurlbutt Elementary School;
Regional Crime lab close to other buildings on "Mile of Safety" - officers on duty from many towns there.
And then there was a review of Beautification Committee work for the benefit of those watching at home.
As well as the Historic District Commission (not pictured) and what it
is up to. Finally, the Sustainability Committtee volunteers got to
speak...
EXCELLENT PRESENTATIONS What I heard was a focus on making the center of town well defined
and clear as to "walk-ability" in the Town Hall "surround"

was a fully loaded agenda including all types of activities - from

interviews for appointment to informational announcements.
New Republican Registrar of Voters
Appointed to fill vacancy - wonderful Republican Registrar steps aside
before crazy election season starts (i.e. Primaries in both Parties,
etc.)

Reports on status of reval so far and introduces staff from reval company...
Appointments made, interviews held, various job descriptions adopted.
Second Referendum date (if needed) with "too high, too low" DATE: May 17th, 12 - 8pm, Town Hall Meeting Room

Tax Refunds
$42,000 of tax refunds - this Board of Selectmen keeps it a "secret" how
many are car leases and how many other kinds. For all we know it could
be just a few large ones!

First Selectman plugs various good things to happen - like
Household Hazardous Waste Day April 28th, 8:30am to 12:30pm. Green
Up Day.
P.S. I wonder if the intent of naming a
second date for a "too high too low" vote is intended to have the first
date cancelled? I say that because this is the way the Town website
phrases the scheduled first date:

New Town Attorney interviewed.
Strong on Land Use (not mentioned here, but Westport, also his firm's town, has had 8-30g issues).
There will be a transition plan with present Town Attorney regarding who finishes off which cases...
THE BIG ASK AND THEN A SMALLER ONE - ONLY THE BEGINNING OF APRIL - TWO MONTHS TO GO 'TIL FY'19...
Board of Education bats .500 - a "yes" on the Special Ed overrun -
which I heard as "$1.7" but actually was "$1.1 million" - I
specifically asked those who should know after 4-19-18 meeting;
First Selectman brings up
the fact that the Selectmen now have only $84.000* left to use for supplemental appropriations
before July 1**.
Then no voting on #2 request because they would have had to say NO for the
record...for the $15,000 request for IT to save them from using their own
funds (which might be compromised). Second Selectman on speaker phone.
*What does the Charter say about supplemental appropriations? TWO PERCENT OF THE BUDGET (FY'18) IS 2% OF
$67,444,880, we think (total net budget)...OR of total gross budget -
$70,367,5669??? **CORRECTION!!!
The actual number remaining for FY'18 is $176,000 - we heard the full
story at the Finance Board meeting April 12th. And the rest as mentioned in #1 above.
Now make that only $54,000 (NOT THAT LOW...) left for supplemental appropriations...we assume the $176,000 includes the supplemental to the Tree Warden.
Tree Warden has to clear out hanging limbs at the tops of trees from the
latest storm before they fall in power lines. With all the storms
his budget is zilch (my choice of words) 3-0 vote.
Above, not the Children's section of our Library Board of Selectmen apologized for keeping everyone waiting...and
approved the new part-time Children's Ass't Librarian (my choice of
title) in a flash!!!
Then there were interviews for Marketing & Communications Advisory Committee - decision and charge in 2 weeks.
Discussion of a few other possible advisory committees in the
works...the survey of the townspeople (or others???) about what makes
Weston either a place they want to live or not???
Appointment to Building Committee.
Accepts reluctantly resignation from Sustainability Committee.
Some things on agenda put off, looks like - but always nice to know what may be coming!

Moving right along...
SECOND Referendum date on the FY'18 budget established - MAY 12, 2018, from 12 noon to 8pm, W.M.S. GYM. ONLY IF 1st Referenum goes down. In the event that the first Referendum on the FY'18 budget does not
pass, a date and provision for "IF 'NO' VOTE - TOO HIGH OR TOO LOW?"
will be used. Is this inviting a "NO" vote??? How many
"YES" votes will vote "NO" the second time - if the School Budget is
increased???
Saving the best for last - CT HISTORIC PRESERVATION AWARD And get ready for an 8-24 to P&Z on the
subject of having a farmer live in the apartment in the Lachat
Homestead, which would be possible if the Friends of Lachat get a
sub-lease of the Homestead from the Town. Full details will be
worked out since 3rd Selectman will have to pass his version by the Town
Attorney and Friends of Lachat as well as Lachat Town Farm
Commission. And the deadline is PLANTING SEASON
Tax refunds done. Minutes approved (3 sets). A bit over two hours long.
We'll check the Board of Selectmen's minutes and see if there is
anything in writing about how they plan to put houses up for
auction...it was noted that they are inprgress with the effort (at the
April 5, 2018 Special Meeting)
Please note that there was a Public Hearing on the Dog Park 3-22-18 that we did not attend in person - but we watched it later...
A most reliable source reported that this was being done to be sure to have had it posted legally...
Special Board of Selectmen Monday...as it turns out, we showed up at
9am and found out it would be at 11am. Executive Session to take
place?
The meeting began with "Girl Scout Week" proclamation... Later in the agenda a brief description of affirmative action by
Board of Finance March 14 for special appropriation for $26,500
(when I watched it live it from home I couldn't hear the correct
figure). This is to arrange for IT services for Town because of
."divorce" from Board of Ed IT.

In the midst of the third weather event in 10 days, About Town was not
able to make this meeting - the first one we've missed in so long I
can't recall if it was in the late 1990's...
The Selectmen present (one other recused) under Charter rules as a
Special Town Meeting and as such an adjournment to April 4th - rescheduling the referendum:

FIRST SELECTMAN ASSERTS HIMSELF ON ORDER OF ACTION
Third Selectman (l.)
recuses himself , leaving the room as he is a member of the Board of the
Aspetuck Land Trust that is presently negotiating with the Town for
preservation purposes we think, from further discussion setting date and
time and locus of Petitioned Special Town Meeting.
The remaining
two Selectmen, after disputed order of procedure, rejected #8 and chose #9 and #10 as actions to take.
That would be a Friday March 9 at 7pm in the high school cafeteria for a
Public Hearing and Saturday March 10 referendum at the Town Hall
Meeting Room from 12 noon to 8pm.

ATBM: Selectmen vote to recommend Susan Moch, Moderator, Woody
Bliss, Parliamentarian.(Parliamentarian appointed by the Moderator after
he or she is elected).
Third Selectman points out this concept is exactly what we don't
want to signal to young families considering moving to Weston.
After that exercise (that actually sounded as if some up front were serious about it) the new Board of Selectmen decided to:
NOT close Bisceglie Pond - this year.
To proceed with investigation only of ways to save money for the Town - reducing the week-day availability of the Transfer Station by collapsing hours.
Cut the additional children's librarian - did not do this.
Cut $10,000 out of Capital Budget for Town Plan consultant.
Adjust Police Department request total to @$31,000 less.
AND THE FINAL NUMBER IS...
Total modified First Selectman's Budget: $13,072,298. Or .02 cut
from proposed budget, some or all of which might return as Special
Appropriations before July 1,
as necessary.

SO WHAT ARE THE TAX IMPLICATIONS?
What we picked up as an overarching policy was to not depend on $$ from
outside sources. Also, a willingness to possibly defray the
effects of additional capital expenditures.
Town Hall/Fire Department roof replacements and related maintenance $$
for buildings mentioned as well as reduction in General Fund balance.
HOW WILL THIS PROPOSED BUDGET AFFECT DEPARTMENT BUDGETS AND FUTURE PLANS? SEE RED STAR FOR WHERE THE SPECIAL ED INCREASE WAS SUBSUMED INTO THE SCHOOL BUDGET.
What we heard was that with deadlines approaching, the details of how
the plan for transparency will wait 'til next fiscal year. We are
not surprised, as long ago it became clear to us, as a PhD in
bureaucracy [we are joking here - what we are talking about is
organizational behavior in the public sector, learned about while
studying for a Ph D in planning, that "government time" is always "times
two" (if not more).

A full house tonight at this excellent meeting. It was very
educational to see what a new Board of Selectmen considers as
priorities.
In addition to the 14 items on the agenda, two more were added.
One revolved around sustainability and the other changing the date of
"continued ATBM/Referendum" to second opportunity to vote in Referendum
to Saturday, 9-5, April 28 (from a Thursday two days
before). Interestingly, this had been a suggestion some
years ago during the the most recent Charter Revision process.
The meeting ran for 2 1/2 hours.
NOTE: Selectman Grozinger was brought up to speed as to what may
have been discussed off line, and allowed to express his opinion about
the Dog Park. As it is proposed on the Moore Property.
("Caucus" of Majority Party on the Board of Selectmen can talk about
matters off line.) But not if a Minority Party member is involved - that
is an "illegal meeting."
First Selectman Spaulding reported on the plan to proceed. The
Plan: Prior to the vote to send the proposal with access off
Lord's Highway East to Conservation, P&Z, Park's & Rec. (they
forgot to include Police?) with the intent to have a Public Hearing and
then a machine vote ("referendum") I believe only that night???
No
"Special Town Meeting" - unless someone figures out how to do this
under the new Charter - perhaps the State Statutes prevail? Animal
Control Officer asks why not just have a "sense of the community"
Special Town Meeting to gauge whether there is town-wide interest in it
at all???

Former Selectman who retired honored. We think every day for the past 10 years has been "Dennis Tracey Day" in Weston! And he still is volunteering!!!
No discussion of Dog Park on agenda, referenced in explanations of "objectives" report. 3 categories here.
Lots of Westonites showed up at this, the second meeting of the new Board of Selectmen.
It was specifically noted that it (woof - dog park) perhaps on the next agenda, would restart
it - and that a negative P&Z 8-24 might be expected once again.
2nd Selectman tries to make clear nobody is going on the record. Woof.
Honor to retiring Selectman after 3 terms on the Board of Selectmen (at top). Not to mention his role on first Legal Review Select Committee.
Sense of the meeting that the "objectives" for this Board of
Selectmen should be 8 of "Tier One", 2 of "Tier Two" and one of "Tier Three" * -

3rd Selectman weighs in on Charter.
Re-statement of the Charter duties of the First Selectman to
hire and fire - and after discussion decision is "not so fast" - it was observed that the Charter
appears to contradict itself.

collaboratively with his fellow Board members...meeting took a bit more
than two hours.

We note as well that as we heard it, the winning bidder who met the
requirements by statute have a week to pay the full amount of their bid
and that the present owner as well has the right to pay up taxes
due. Nothing is final until six months from now and in some cases,
up to a
year from the auction date. The Town may on collect the bottom

QUESTIONS: One thing that occurred to me was what if someone pays more than
was due in taxes? Who gets the excess $$? Three properties
sold at auction for more than the amount listed. ANSWER: These excess
funds are held by Pullman & Comley earning interest (which is the Town's to keep).
I think the main result of this effort, while
funds are nice to recoup, and what is perhaps the best outcome of all, is the creativity exhibited. Think smarter.
In the past it was like
turning the Titanic to avoid the iceberg...for the Town to try something
new. Previous administrations broke new ground in taking a
holistic approach to Town finances and purchase of open space and of
land rights..
But I sense the Town side seems to be
light on their feet now. We appreciate these efforts!
2018 WESTON BOARD OF SELECTMEN MEETING-TYPE REVIEW, FIRST 8 MONTHS
As of August 30, 2018...that's eight months of meetings, the Board of
Selectmen was slated to have 16 meetings - the first and third Thursdays
of every month at 7:30pm in the Town Hall Meeting Room - barring an
official date change for holidays or other known reasons (as filed
annually in December with the
Sec'y of the State).
Just casually using my own records (so this is not official), there is
"good news" and "bad news" but no really BAD news. They actually
met 26 times. So we're getting our
money's worth from this hard-charging group!
There were 16 Special Selectmen's meetings so far this year. But there were only 10 Regular
meetings, with six other regular ones having been cancelled.
"Regular" means being posted officially with the Sec'y of the State - and
these are predictable by time, date and location.
The big news is that I missed two Special Meetings: July 19th
and
August 10th.*
Please note that almost all of the Selectmen's meetings are
videotaped. Except for one that I missed that took less than 20
minutes. All the rest (as well as Town Meetings and Public
Hearings) can be watched on WGTV Ch. 79. Or online.
How many people watch? More than you might think!!!
2018 WESTON BOARD OF SELECTMEN MEETING-TYPE REVIEW, LAST 4 MONTHS. At the end of 2018, the Board of Selectmen has a Regular Meeting on
December 20th. This was one of three held in this the last quarter
of the year. Two other regular meeting dates were
cancelled. We note that the remaining Regular Meetings were turned
into seven Special Meetings by virtue of change of time of day (which
were arranged in connection with Board of Finance needed approvals in
the evening) as well as date changes for immediate approvals for staff
changes, etc., in some instances.
YEAR END TOTAL: Thirty-six Selectmen's meetings (24 regular
meetings had been on the calendar with the Secretary of the
State). Weston's Board of Selectmen held 23 Special, 13 Regular
meetings in 2018.

* = MEA CULPA. With only 24 hour's notice, it is beyond reason, don't you think, to
expect perfect attendance in the summer from their most faithful attendee (family
event out of state and medical appointment my excuses) Up until
this particular Board of Selectmen, I had made all but one...since July
of 1991. .

Tax Map of 1981 showed the Eversource (then CL&P) right of
way. BEWARE ROCKY UPHILL CLIMB after entry.
According to the 1981 Tax Map, "F-S" as we shall call the property
on Upper Parish Drive, included both subdivided 2 acre lots as well as 2
parcels in open space or "use" category "6."
We count nine (9) properties and 68 acres (2 parcels, 49 and 19 acres) of un-subdivided property.
The tax assessor's card shows that the map was filed (after
original subdivision approved we assume) in May of 1967. This
seems to be a really, really long dead-end road...
Fromson-Strassler history includes early 2000's Conservation Commission approval for
subdivided lots (8 instead of 18) on Upper Parish. Why this change in number of
lots?
Ans.: Zoning Regulations changed since 1967 to require 1.6 acres of dry
land per building lot.
Feb 14, 2002 Weston FORUM had public notice: "Notice is hereby given that the Weston
Conservation Commission held a special meeting at Weston Town Hall on
February 4, 2002, and a motion was made to DENY the application of
Howard Fromson and David Strassler for a permit for the following
regulated activities in or near wetlands and/or watercourses:
development of 18 lots, construction of roadway, and installation of a
suppression tank and storm water grit separator on approximately 83
acres of land located at the southern end of Upper Parish Drive abutting
the Wilton town line."
