GMA Public Hearing
NOTICE IS HEREBY GIVEN that the Board of Island County Commissioners
will hold a public hearing in the North Whidbey Middle School, 67 Izett
Street, Oak Harbor, Washington, on January 23, 2006 at 3:00 P.M. to
consider Ordinance C-150-05 (PLG-021-05) in the matter of updating
Island County’s GMA Comprehensive Plan and Critical Area Regulations
relating to Existing and Ongoing Agriculture.
The Planning Commission held public hearings on the ordinance on
October 18 at Camano, October 25 at Oak Harbor, November 8 at South
Whidbey, November 22 at Coupeville and December 13, 2005 at Oak
Harbor. These hearings resulted in a number of amendments to the
original ordinance from public testimony. The Planning Commission
presented their recommendation to the Board of Commissioners at a
Special Session on December 20, 2005 at Coupeville, WA. Four
additional amendments have been proposed by the Planning Staff to
clarify language in the ordinance.

Deliberation and possible recommendation on the following ordinances:• Ordinance C-43-05/PLG-006/05 In the matter of amending the Comprehensive Plan and Chapters 17.02 and 17.03 ICC relating to Agricultural Activities in the Rural Zone. The Commission will discuss public hearing testimony, submitted questionnaires and a recent SEPA appeal filed by WEAN on this ordinance. The Commission will be asked to extend the public comment period and schedule additional hearings as a part of the deliberations. If adopted, Critical Area Regulations will be applied instead of Agriculture Best Management Practices specifically designed to protect the environment from existing farming, grazing, haying, and gardening within or near streams, wetlands, wet pastures, and drainage ditches. Such existing activities will have to comply with all buffers and regulations established in the existing Critical Area Ordinance. The property owners affected are those that are farming in a manner or location that has an adverse effect on critical areas. In some cases these farming practices will have to be modified or terminated.
• Ordinance C-44-05/PLG-007/05 In the matter of amending Chapter 17.03 ICC and AG BMPs to establish procedures for Determinations of Consistency for Agriculture. The Commission will be asked to extend the public comment period and schedule additional hearings as a part of the deliberations.
