Old Business – As part of the Island County Shoreline Master Program (SMP) update the Planning Commission will hold an initial discussion on the draft Goals and Policies of the Shoreline Management Element of the Island County Comprehensive Plan. 

As components of the SMP update are drafted, they will appear on the Planning Commission’s agenda for review and discussion. In August 2012, the components will be assembled into a complete proposed draft of the Island County Shoreline Master Program and brought before the Planning Commission for formal review and recommendation to the Island County Board of County Commissioners.

Public Hearings:  The Planning Commission will be accepting public testimony relating to the following items:
1.    Adoption of amendments of the Comprehensive Plan and Development Regulations as they pertain to the following items:
All proposed Planning amendments will be available on the County’s WebPage May 1, 2009 at www.islandcounty.net/planning. 
•    Essential Public Facilities (EPF) – EPF’s are already defined in Island County and are already allowed within certain zoning designations.  The proposed amendments do not change how EPF’s are defined.  The proposed amendments would expand the allowance of EPF’s into some zoning designations where they are currently not allowed. 
•    Utility Segregations – Proposed amendments to the County subdivision ordinance that would exempt the division of land when it is intended to accommodate public utility facilities. 
•    Mini Storage – Proposed amendments to the standards that govern mini storage facilities within the Rural zone. 
•    Parks Plan – Proposed amendments to the Island County Parks Plan.  Amendments focus on the inventory of properties and services, levels of service, goals and policies, and strategies for implementing goals and policies.

The Island County Planning Commission will be conducting a public workshop on September 18th from Noon to 3:00 p.m. at The Island County Commissioner’s Hearing Room in Coupeville.

The purpose of the workshop will be for Planning Department staff to provide an overview of comments received from the public, state agencies and peer review groups on the draft amendments to the County’s proposed wetlands ordinance.  Staff will also be providing suggestions to the Planning Commission as to how those comments may be incorporated into the proposed wetlands ordinance.  This is a Planning Commission workshop and not a public hearing which means that there will be minimal or no opportunity for public input.  It is an opportunity for the public to listen to discussions between the Planning Commission and staff.  Public hearings will be held in October and/or November.

Comprehensive Plan Annual Review Amendments

CPA 191/06 –  The Stanwood /Camano School District has requested the County adopt a Capital Facilities Plan that calls for the collection of school impact fees to pay for facilities deemed necessary to support new population growth. If this ordinance is adopted it will have an immediate affect for Camano Island only. However, if another school district submits a Capital Facilities plan that proposes school impact fees, and the County adopts it, this ordinance will then apply to those lands located within the applicable school district boundaries. A request for the County to act on future Capital Facilities Plans submitted by other school districts will necessitate additional public notice and hearings.

BOARD OF ISLAND COUNTY COMMISSIONERS
GMA Public Hearing  

NOTICE IS HEREBY GIVEN that the Board of Island County Commissioners will hold a public hearing in the North Whidbey Middle School, 67 Izett Street, Oak Harbor, Washington, on January 23, 2006 at 3:00 P.M. to consider Ordinance C-150-05 (PLG-021-05) in the matter of updating Island County’s GMA Comprehensive Plan and Critical Area Regulations relating to Existing and Ongoing Agriculture.  

The Planning Commission held public hearings on the ordinance on October 18 at Camano, October 25 at Oak Harbor, November 8 at South Whidbey, November 22 at Coupeville and December 13, 2005 at Oak Harbor.  These hearings resulted in a number of amendments to the original ordinance from public testimony.  The Planning Commission presented their recommendation to the Board of Commissioners at a Special Session on December 20, 2005 at Coupeville, WA.  Four additional amendments have been proposed by the Planning Staff to clarify language in the ordinance.

Deliberation and possible recommendation on the following ordinances:

• Ordinance C-43-05/PLG-006/05 In the matter of amending the Comprehensive Plan and Chapters 17.02 and 17.03 ICC relating to Agricultural Activities in the Rural Zone. The Commission will discuss public hearing testimony, submitted questionnaires and a recent SEPA appeal filed by WEAN on this ordinance. The Commission will be asked to extend the public comment period and schedule additional hearings as a part of the deliberations. If adopted, Critical Area Regulations will be applied instead of Agriculture Best Management Practices specifically designed to protect the environment from existing farming, grazing, haying, and gardening within or near streams, wetlands, wet pastures, and drainage ditches. Such existing activities will have to comply with all buffers and regulations established in the existing Critical Area Ordinance. The property owners affected are those that are farming in a manner or location that has an adverse effect on critical areas. In some cases these farming practices will have to be modified or terminated.

• Ordinance C-44-05/PLG-007/05 In the matter of amending Chapter 17.03 ICC and AG BMPs to establish procedures for Determinations of Consistency for Agriculture. The Commission will be asked to extend the public comment period and schedule additional hearings as a part of the deliberations.


F. New Business - Public Hearing

• Frequently Flooded Areas update associated with Track II of the County’s Critical Areas review and in accordance with RCW 36.70A. Planning staff will present the County’s issue paper on this section and the Commission will accept public testimony on the item. If adopted as presented it would result in modifications to ICC 14.02 the County’s Flood Development permit provisions.
