WESTON BUDGET PROCESS FY'23 - CHARTER DATES

Right now, the Finance Board has finished reviewing both Town and School Budgets (March 8, 2022)  NEXT UP Finance Board Public Hearing March 29, 7:30pm on ZOOM

Reports here on actions in that process - first by Board of Selectmen, then Board of Finance, then ATBM, Referendum.



ATBM Moderator named (ATBM asks for nominations and usually the recommended team is approved) - who then names a Parliamentarian (suggested by Selectmen).



SPECIAL BOARD OF SELECTMEN FEB. 22, 2022 APPROVES 1ST SELECTMAN'S BUDGET
ON TO BOARD OF FINANCE - Town operating budget FY'23 - $14 million plus, vote 2-1.
Debt Service $5,531,335, vote 3-0
Capital Budget net $3,315,000, vote 2-1
TOTAL:  $76,177,627 NET down from Gross budget because of various factors including grants, one time funds.

Town of Weston POWERPOINT by 1st Selectwoman Nestor.  Very well received and explained by First Selectwoman and Town Administrator and Finance Director.  We note that speaking for her Board, the powerpoint hit all the right notes - and I learned more than I can recall from any other similar attempt in the budget process!


Finishing up Board of Ed Capital Budget and the Town Capital Budget was the end of the second night.

BOARD OF FINANCE REVIEWS SCHOOL AND TOWN BUDGET WEEK OF MARCH 7 - MARCH 11. 
BOE first - on Monday at 6pm.  REPRISE TUESDAY AT 7:30pm to finish review



Presentation by Superintendent takes 30 plus minutes.  How to live without about grant funds starting next year is one point made.  Questions next...


"So we are always behind the 8-ball?"  Capital improvement?  Paving? 


Selectmen had noted capital budget items not all fit the definition.  Finance picked up on this.  .
The question of cleaning ducks...should be in Capital Budget?  Oops - doesn't fit.

 "State Partnership" for health care price about to explode?  Back to self insured?...and in-between, debating capital items.


We left at 7:30pm to go to P&Z. having watched since 6pm - checked in @8pm.  8:45 adjourned - to be continued tomorrow after 7:30pm.




Board of Selectmen receives First Selectman's Budget...10:15pm...Capital Budget...Debt Service...10:25pm...10:30pm we are done but the meeting is still going on.






Board of Selectmen reviews Education Budget first this year!


FEBRUARY 8, 2022 - Budget Process moves to Board of Selectmen. Where Superintendent makes best presentation we've ever seen - Zoom helps!
I was very impressed.  I understood their budget better this time EVER!!!  It is the intent of the Board of Ed to never go back to "self-insured" status - 2 choices:

A good idea to start out with the Board of Education proposed budget because the Selectmen can't do anything about it.  First Selectwoman sticks to Capital items.

We left after the first hour. PLEASE NOTE THAT AT FINANCE SECOND NIGHT OF BUDGET MEETINGS TOWN ADMINISTRATOR SAID THEY WOULD STAY THE COURSE ON INSURANCE BECAUSE NOTHING ELSE "OUT THERE" LOOKED MUCH BETTER RIGHT NOW.




Weston Library Budget Committee FY23
Dec. 22, 2021 at 2pm on Zoom - a posted meeting because 5 of 9 members (a quorum) of the Library Board are on the budget committee.  They have a January 6, 2022 date with the First Selectman, Town Administrator and the Finance Director for the Town to work out next year's budget - which also includes a "plan B" if the original request can't be managed.  January 10, 2022 second Budget Committee meeting - we predict in the future that no sub-committee of the Library Board will have more than 4 voting members.
