A "BAND-AID APPROACH" TO THE BIENNIAL BUDGET, DON'T YOU THINK

Governor Malloy is  1)asking the hospitals to give up their lawsuit and  2)at the same time, getting permission (not in writing) from the Feds for missing the Oct. 1 Medicaid deadline...hmmm...Can we blame a previous Governor (or two or three or more way back to when teachers' retirement system began)?  Town of Scotland's finances to be "out of kilter" by 2018.  Deep down, the Governor wants to punish CT towns for just existing outside his reach...

Emergency Certified Bill 7323 - Five (5) people watching now...
$19.5 million.  Why these?  More explanation?  Staff deficiencies and overtime.  Birth to Three providers.  Office of Chief Medical Examiner.  Where are the funds coming from?  Lab fees more autopsies, workers comp.  Overtime increases.  Cutting back other services?  Comptrollers Office cuts and related healthcare etc. lowering provided $15 million.  Unan.
"DREAMERS" who Democrats want to give all rights and privileges of citizenship to are fine, but "FOREIGN NATIONALS" are dangerous, right?  See OLR comments on sHB5589.

May 22...C.G.A. STILL HAS TO DO THE BUDGET.
So we have studiously been calculating all the bills - and have noticed the "ping-pong" phenomenon.  For example, how many bills go back and forth to the floor then to another Committee?

Is there time for a bill that has been sitting on the "foot" of the calendar to be brought out to both chambers and passed (by June 7)?  This week (May 23, 24, 25 plus) Session days is the next to last full week.  How many bills are called in the House in an average Session day?  (Remember, the more controversial a bill, the longer the debate.)

Are they leaving the BIENNIAL BUDGET FOR THE LAST TWO DAYS?








PLANNING & DEVELOPMENT AND ENVIRONMENT COMMITTEES
Above - who had the weakest organizational lobbying limb?  Mother Nature.  But not so for trees on public land in towns!   Greater notice provided for public hearings on their removal!!!.

HOW LONG DOES IT TAKE FOR A BILL TO BECOME A LAW NOWADAYS?


We now know the answer.
For some, it never happened.  Six-hundred bills rode into the valley of death and 240 survived. 

Our original thought was this:  Exactly how many bills were sent out of Committees to the Floor total? 



219  317 bills ("HB") in House;  This smaller number didn't sound right to us either - but remember, this was a number prepared way before all Committees had completed work prior to their deadline.

163 288 bills in Senate ("SB").  Same.
Like the Myth of Sisyphus*, some bills never seem to get to the very peak, some just run out the clock and die.  They just get bounced around from Committee to Committee - and some just waste away at the foot of the calendar like wallflowers and never get called in time...or the Charge of the Light Brigade**

As the clock struck midnight on June 7th, tons (perhaps a slight exaggeration) of bills were approve by consent in both houses of the Legislature.  A total of 244 "Public Acts" (passed by both houses this Session) were sent to the Governor and he signed all except for four (4).  They are:

Now it is June 4th.   End of Session is June 7th at midnight.


As of now, how many bills have passed in both houses of the Legislature to become Public Acts ("P.A.")?  40.

Think about it.  Of all the bills that are discussed below, that's what has made it to the Governor's desk.  There are so many bills "not called" yet!!!

138 bills approx. passed the House by June 1st, 120 passed (most by "consent") the Senate approx. (these numbers include those passing in both houses).

What is our methodology? 


CT Senate bills (not acted upon by the other Chamber) passed so far fall into four (4) categories.  The longer we get into the Session the more it is clear to me that no bills of consequence will be coming out of this Session.:

Which Committees had bills approved most so far?  This is a trick question, as bills have a way of morphing from one purpose to another via "strike all and replace" action.  Or via amendments - call it a "mule" (intent of original neutered).

And how many bills were sent "to the floor" in total  (this is a big job - will take some time)?  Ans.  More than you ever imagine.

Second meeting report - questions asked as we heard it...

NYState builder (ECHO Cottages Ltd)
reports he designs and builds 450 sqft,w/heat pump;  are there property tax, zoning issues?  Pennsylvania also working on it.  What about well and septic?  Hey no problem - find a waterline, need 65 gal per day (Columbia County regs).  Wheel chair questions, price.  Not A.D.A. compliant.  "As of right"  thus no public hearing (because you can't wait).  California and Virginia have state laws.




WHAT CAN FORCE A PERSON TO MOVE OUT (LAWYER ASKS)?
Setback and lot coverage should be in draft:  Shouldn't it be an accessory structure so you don't get Towns applying stringent set backs etc.?  Accessory structure have lesser setbacks.  How about coverage % of lot.. How about bond to assure removal.  Tax exempt?  And what kind of tax (real property)?  None?
Draft does not include an application form sample.  It is intended that towns will have to opt out (second time Sen. Osten mentions this).  Owner of property applies to P&Z - the Task Force assumes it will end up in ZBA.  Draft's lines discussed:  Lines 27-28 accessory use language.  "shall be allowed as an accessory use in all residential zones" - this is what will be submitted as proposed legislation.  Another line but didn't pick it up...

"LCO 231" (I think that is the number) approved to be submitted in new Session.
